"The issue to be raised is whether or not present laws which provide that school districts establish separate schools for Negro and white students are in violation of the Constitution of the United States.
Independence Day Conference
In an all day conference on the Fourth of July, in the downtown law offices of the long time fighter for improved educational facilities and opportunities, more than thirty leaders adopted the outlined legal proposal of their attorney, to raise the question of segregation as a means of bringing about immediate aid to Negro schools, and laying the foundation for wiping out of the segregated school system.
Flowers reviewed the history of court decisions in the field of human rights, and declared that the “separate but equal” legal theory which had been established in the courts will be proved a judicial myth.
Opening the conference the group heard Captain S. P. Holland, United States Army Reserve Corps; recently returned from a fifteen day active duty assignment at Camp Chaffee, Arkansas, relate the pleasant experiences with the soldiers at the camp where the Army’s policy of complete integration without regard to race is working successfully.
School Conditions Deplorable
Leading the panel discussion on “School Conditions in Our Communities” were T.M. White, Conway County; C.R. Williams, of Cleveland county; A.W. Taylor, St. Francis county; and E.E. Scott, Dallas county.
Specific mention was made of present transportation facilities where in some school districts white bus drivers were reportedly causing considerable inconvenience to Negro pupils by having them leave their homes at a very early hour, and in many instances they were reported as having the teachers dismiss the children for the conveniences of the bus drivers. A common condition was reported in the poor classroom facilities in the local schools. Attention was directed to the need for hot lunch school programs, and generally improved teaching personnel."
