"P.B. Ladd, not by the Grace of God, but by votes of the Democratic party Justice of the Peace, and Cust-alorum, member of the Committee on Processions, for the Fourth of July celebration, publishes a minority report against “the application of three military companies of negroes to join therin.” His reasons are very Dogberryish. He says: “to permit them to join therein is to recognize them as equals.” We do not know a decent negro who would recognize this poor old “Ladd” as an equal. We bet a brick-house this Solon is an Irishman."
